Sustainable Communities Act 2007 (Amendment) Bill
I am not universally hostile to the proposals by any means, but I am concerned about the definition of "local authorities". Could my hon. Friend explain, as I believe he more or less did just now, the reference to those who""represent the interests of local authorities as the Secretary of State thinks fit"?" Does that refer exclusively to local government associations? If not, it raises all kinds of difficult problems.
