May I pay tribute to you, Mr. Key, for chairing the Committee so excellently? May I also pay tribute to the Minister for being here? The Government have cast him in a very unfortunate role, in that he has responsibility for everything that goes on in the region but no power to do anything about it. I also pay tribute to all those hon. Members who have actually turned up to represent their constituencies. I am sure that that will be noted by their constituents.
