Building a High-Skilled Economy

I am grateful to the hon. Gentleman for giving way for a second time. For the sake of clarity, let me repeat something that I have already said: I am writing to every Member to describe these freedoms to which the hon. Gentleman refers, and they are all things that have been specifically requested by further education representatives in numerous conversations that we have had with them over a period of years.
