I suppose the use of the adjective "questionable" is a matter for debate, and no doubt Treasury Ministers would wish to contradict it. I do not feel as qualified as the hon. Gentleman to comment on this subject. However, I try to take the best available evidence, which includes Treasury assessments. I am sure that the shadow Chief Secretary would acknowledge that the Treasury is a sound source for some of these judgments. I ask the Exchequer Secretary to address how the Government will review this proposal. Is it genuinely the Government's intention to keep the VAT rise as a permanent measure? If they do not propose to insist that the 20% rate become a permanent measure, by what means will they and Parliament have the opportunity to review it? Others more articulate than I will be able address the impacts of the VAT rise on families, charities, the building industry, rural motorists and others. However, we have debated those already, and I do not feel it necessary to go through them once more.
