I agree with my hon. Friend. The other weakness in the Minister's response is that it is very unclear what role, if any, the local authority will have in all this, and what the consequences will be for the overall co-ordination in an area. With respect to the Minister and to the Committee, I should like to test the opinion of the Committee on this amendment. I shall therefore not withdraw amendment 28. The Committee divided: Ayes 226, Noes 319.
