Controls on Legal Highs

These people know what the law is when it is put in place, but they choose to break it. By the hon. Gentleman's logic, if the advisory council came back at some point and said that cocaine was not actually that harmful after all, everyone who had been convicted of cocaine possession or distribution would be told, β€œβ€œIt's okay. You can come out.”” Is that what he is suggesting?
