Fixed-term Parliaments Bill

I am obliged to the Deputy Prime Minister. Will not all we have in those 14 days just be an auction of offices and promises and the usual making of a Government? [Interruption.] No, I did not mean it in that sense. In Gibbon's ““Decline and Fall of the Roman Empire””, a succession of Caesars were bought and sold by the praetorian guard. Is that what this constitutional reform programme amounts to?
