I appreciate that line from Shakespeare, too. The right hon. Member for Knowsley (Mr Howarth) is correct. There is some difficulty with the arithmetic threshold set out in the amendment, but there is also a matter of principle, and on this point I will argue with myself—or rather I will, as an individual, disagree with the relevant part of the Select Committee report. I think the correct democratic process is to consult the House as a whole, not merely the leaders of particular parties in the House. There is then a problem in defining how the democratic process should work when the House is considering consulting the leaders of political parties. If there was a party that had only one Member, one leader and a very small proportion of the vote, it would be ignored and that does not quite work.
