I do not agree. I think that the Speaker would ensure that the House was clear both about a motion that would trigger an early general election and about a motion of confidence, and about what he would certify, before the debate. I do not think it would be sensible for the House to have a debate when it was not clear about those matters. We discussed the 1979 debate earlier. The right hon. Member for Blackburn (Mr Straw) tried to suggest that Members had voted on that motion for other reasons, but the motion was very clear in asking whether the House had confidence in the Government, and I suggested that Members could not have been in any doubt about what they were voting for. I think that the Speaker would always want to ensure that the House understood what it was voting for, and the effect of its vote.
