Public Health White Paper
I applaud the Secretary of State's commitment to tackling alcohol misuse and his determination to ban below-cost selling. However, does he share my concern that a definition of below-cost selling that is duty plus VAT, which would still allow supermarkets to sell a bottle of wine for £1.90 or a can of lager cheaper than a can of Coca-Cola, will fail to deliver the outcomes that he is looking for?
