Proceeding contribution from Lord Herbert of South Downs (Conservative) in the House of Commons on Monday, 13 December 2010. It occurred during Debate on bill on Police Reform and Social Responsibility Bill.

Police Reform and Social Responsibility Bill

The right hon. Gentleman has admitted that he would have cut police funding by £1 billion a year, which is the HMIC proposal, and that under his proposals, there would be no cut in police numbers. Will he explain how he would achieve £1 billion of savings?
