Parliamentary Voting System and Constituencies Bill

My Lords, that may well be an argument in a campaign either for or against AV. It is not an argument that can be used to decide whether there should be a referendum on that issue or whether there should be any limits or artificial barriers, as I call them, on this. I think that everyone now knows what the amendment would do. It would require a majority vote in favour in each of England, Scotland, Wales and Northern Ireland, rather than a simple majority. We cannot contemplate a system whereby 100 per cent of voters in England, Scotland and Northern Ireland vote in favour of a proposal, only for it to be rejected because only 49 per cent of voters in Wales agree with them. I know that that is an extreme example, but it could be the effect of the amendment and it none the less highlights the fundamentally undemocratic consequences of this proposal. That is why the coalition agreement commits us to providing for a simple-majority referendum on the alternative vote, without qualification.
