Parliamentary Voting System and Constituencies Bill

The first point is, as I have indicated, a matter for the Electoral Commission. At least two noble Lords in this debate—the noble Lord, Lord Soley, and my noble friend Lord Tyler—have identified themselves as advisers to the Electoral Commission. These points will have been noted. As I confirmed in a debate before the Christmas Recess, the base for this boundary review was this 1 December past and the next one will be 1 December 2015, if this Bill goes through in full. That is more likely to be able to take account of the information from these pilots, and, I hope, broaden that out. I understand that there are issues on the Benches opposite about individual registration. It is more likely that these will be taken into account quicker than were we to wait for the day when certification comes from the Electoral Commission, as is proposed in the noble and learned Lord’s amendment. I therefore invite the noble and learned Lord to withdraw his amendment.
