Proceeding contribution from Lord Campbell-Savours (Labour) in the House of Lords on Monday, 24 January 2011. It occurred during Committee of the Whole House (HL) and Debate on bill on Parliamentary Voting System and Constituencies Bill.
Parliamentary Voting System and Constituencies Bill

They may consider special geographical considerations, such as the size, shape and accessibility of a constituency””." What do the words ““accessibility of a constituency”” mean to the noble Lord?
