Proceeding contribution from Lord Harper (Conservative) in the House of Commons on Tuesday, 15 February 2011. It occurred during Debate on bill on Parliamentary Voting System and Constituencies Bill.
Parliamentary Voting System and Constituencies Bill
Let me make a little more progress. I am conscious that other Members want to contribute and I have been generous. As drafted, the Bill that left this House offered simplicity and, above all, certainty—the certainty that every vote would count and not be distorted by an artificial barrier. When people go to the polls on 5 May, we should listen to what they have to say, whatever their view. As well as the issues of principle that I have outlined, there are also some technical and practical deficiencies. Before I go on to them, I will take an intervention from my hon. Friend the Member for Harwich and North Essex (Mr Jenkin).
