Parliamentary Voting System and Constituencies Bill
As the hon. Gentleman knows, I am very grateful to be called distinguished about anything, but I do not think he would carry the House on that point. I am not a fan of referendums generally at all, because I think the whole point of parliamentary democracy is that Members are elected to take decisions, provide leadership and represent the people in our constituencies. I think that is the best way of advancing policy. However, where there are referendums, I think it is better if they are advisory ones rather than implementing ones. That is the point I would make about the whole referendum issue before us. I think this is a special referendum and I therefore think it needs a special threshold. That is precisely what Lord Rooker's amendment provides for, which is why we will be supporting it tonight.
