It found that the readiness for school of young people from the poorest families was not improving, despite all the expenditure by the previous Government. Therefore, moving to payment by results, so that local authorities and children's centre staff are absolutely focused on transforming the life chances of children, is precisely what we need to be doing, and I think the hon. Gentleman should think again.
