My right hon. Friend was kind enough to supply me with a copy of a speech that he had already made in which he referred to that evidence. He drew certain conclusions from it, which he has just referred to now. The three authors of the report were called Ogg, Zimdars and Heath. Has my right hon. Friend read the whole report?
