My Lords, I thank my noble friend for her useful intervention. She is quite right to talk about what would have happened if we had stood by and a massacre had taken place and about the countries and the peoples who would have accused us of allowing it to happen without raising a hand in protest. My noble friend also talked about the Security Council resolution. My answer to the noble Lord, Lord Anderson of Swansea, is also correct and allows me to clarify the position. As I understand it, arms may be supplied, but—this is key—only with the express approval of the United Nations Security Council sanctions committee. That is a key hurdle. There is no ability simply to arm different parts of Libya at will; it has to be done with the agreement of the United Nations.
