Fixed-term Parliaments Bill

Well, he can be accused, because noble Lords opposite will accuse him. But any reasonable person would see that, in setting the basis for a fixed-term Parliament, one could not take account five years out of the possible political vicissitudes, waves and currents in the intervening five years. If this Bill becomes law, the Prime Minister will be locked in, as will any other Prime Minister in future. I was going to make this point later, but this is an opportune time to make it. I thought that a large part of the noble and learned Lord’s argument was that this measure is the glue that holds the coalition together. However, unless I am mistaken—and I stand to be corrected if I am—the terms of his amendment would still leave standing the election to take place on 7 May 2015.
