Proceeding contribution from Chair of Welsh Grand Committee in the House of Commons on Wednesday, 30 March 2011. It occurred during Ministerial statement on The Budget.
The Budget
Before we begin the main debate, I notice that there are two Members of Parliament in the room who are not members of the Committee. I will not call them to speak in any capacity—[ Interruption. ] You are welcome to stay and learn whatever you want to learn from the Welsh experience, but you will not be called in the discussion. I shall just make it clear to Members—you already know this—that you can disadvantage yourselves in being able to speak if you try to make lots of long interventions, and I appeal to the Front-Bench spokespeople to facilitate the debate that ought to come later so that Back-Bench Members can have as much time as possible to make proper contributions.
