Police Reform and Social Responsibility Bill
My Lords, I am very grateful for all contributions to this debate and particularly to the noble Lord, Lord Laming, and to the noble Baroness, Lady Henig, for having introduced this matter in the first place. On the last point raised by the noble Lord, Lord Hunt, in no way does this detract from the human rights requirement that the chief constable must keep in focus. I have been very cautious because, once one starts a list, one can add to it. I seek to reassure my noble friend Lady Hamwee that we considered the points that she made in Committee about singling out pieces of legislation. That is why we have put the Children Act into the Bill as a particular reference. We felt that was a measured response. As we were putting one piece of legislation in the list of specific functions that the chief constable must consider, we did not want to feel that in some way we were starting a new list. I shall not read it out, but in Clause 1(8) of the original Bill, there is a list of specific functions that the chief constable must take into account. As the issue of children's safety is so important, we felt that it stood out head and shoulders above others and that it should be on the face of the Bill. We agreed to make this amendment for that reason. This has been a reflective part of the Bill to consider, and a very important part. I am grateful for the support given to it across the House.
