Welfare Reform Bill

I have looked at the group and the Government have already addressed quite a lot of them. The noble Baroness said that someone could be considered vulnerable as a result of mental illness but somebody has to define that. If you put these regulations in, you must have the groups more and more defined. The Government have tried to look at areas where they could define them. Otherwise they have to rely on the discretionary grants.
