Welfare Reform Bill

Yes, my Lords. We are currently looking at how to allocate the additional discretionary payments to councils and clearly we need to look at the factors that will create additional costs for different councils. We are conducting an exercise to do that; we are not just blindly following the current allocation of discretionary payments, because we know that there are additional burdens. We will make those changes.
