Welfare Reform Bill

It is worth dealing with this issue now and making absolutely clear what is happening. We are having one of the best, if not the best, housing reviews taking us into the middle of 2013, which is your first two years. That will be available and then the next stage will be the end of the spending review, which is fortuitously roughly two years later, where I have said there is a point of consideration, reconsideration or what have you. I think that is exactly what the noble Baroness, Lady Hollis, is looking at.
