48A: Clause 11, page 5, line 29, at end insert— ““( ) Inclusion of the housing cost element in the calculation of universal credit will not be implemented until after the Secretary of State has conducted a review of all aspects of state support to housing, housing benefit and council tax benefit and has reported to Parliament on the outcome of that review, and that report has been debated by both Houses of Parliament.””
