For clarification, perhaps I may remind the noble Lord that the Companion sets out that a Member shall not speak after the Minister on Report, "““except for short questions of elucidation to the minister””." I realise that noble Lords are putting short questions of elucidation. The Minister made it clear that he wishes to make progress and that at the moment he does not wish to take interventions so that he can develop his argument.
