Ruling that "Filibustering is a term that means different things to different people on different occasions. I am quite sure that the Chairman of the Committee would have called any Member to order if they were deliberately filibustering" in response to points of order from Mr Oliver Heald and Peter Hain concerning allegations of filibustering during Standing Committee proceedings on Identity Cards Bill.
