Debate on motion that notices of Amendments, new Clauses, & new Schedules to be moved in Committee may be accepted by the Clerks at the Table before Bill has been read second time. Agreed to on question. Debated with motion that if Bill be committed to Committee of the Whole House further proceedings shall stand postponed & that as soon as proceedings on any resolutions come to by House have been concluded this House will immediately resolve itself into Committee on Bill. Agreed to on division (287 to 35).
