Lower Thames Crossing: Road Traffic Control
- Question
-
To ask the Secretary of State for Transport, what key performance indicators National Highways will use to measure the effectiveness of incident management on the Lower Thames Crossing.
- Answer
-
The Government has indicated that its preferred funding model for the Lower Thames Crossing is through a Regulated Asset Base (RAB) model. Nevertheless, the Lower Thames Crossing will remain part of the Strategic Road Network (SRN), and the effectiveness of its incident management will be measured using National Highways’ metrics. Under the RAB model however, the targets are likely to be set and monitored by the Regulator and managed through a licence that would be put in place.
Operational incident response plans for the Lower Thames Crossing would still be developed with the relevant Local Authorities and emergency services throughout the project’s construction phase. These comprehensive plans would still be published ahead of the road opening to ensure incidents are managed to the same high standards that apply across the rest of the SRN.
