It is a matter for individual departments to determine how to respond to Written Parliamentary Questions (WPQs). In addition to the Guide to Parliamentary Work, the Government Skills’ Parliamentary Capability Team offers WPQ training as part of their curriculum. These courses are designed for, and available to, civil servants of all departments, grades and roles.
