Question

To ask the Secretary of State for Housing, Communities and Local Government, what steps he is taking to speed up the remediation of non-cladding defects in residential buildings, including social housing stock.

Answer

The government expects responsible persons to make sure their buildings are safe and undertake remedial works where necessary. The Building Safety Act 2022 introduced tools to support and speed up remediation of non-cladding defects, including remediation orders to compel works and remediation contribution orders to secure funding. The Developer Remediation Contract also requires those who have signed to remediate internal defects. In respect of costs, the Leaseholder Protections under the Building Safety Act protect qualifying leaseholders from costs of remediating relevant non-cladding building safety defects above a capped contribution.

Regarding social housing, the first phase of Awaab’s Law came into force in October 2025. This requires all Registered Providers of social housing to repair emergency hazards within 24 hours and fix dangerous damp and mould within fixed timescales. In 2026 and 2027 Awaab’s Law will be extended to the remaining hazards as defined by the Housing Health and Safety Rating System (HHSRS), with the exception of overcrowding.
