To ask Her Majesty’s Government what assessment they have made of responsibility for the massacre perpetrated against civilians in the Azerbaijani town of Khojaly on 26 February 1992.

In the absence of an independent investigation into the incidents that took place during the Nagorno-Karabakh conflict, the UK has never made an assessment of responsibility.
We strongly support the work of the Organisation for Security and Cooperation in Europe Minsk Group, and support any mechanism for a peaceful resolution to the Nagorno-Karabakh dispute which is acceptable to the parties.
