To ask the Secretary of State for Wales what steps the Government is taking to prepare for the devolution of borrowing powers to the Welsh Government.

The UK Government has agreed that, in principle, the Welsh Government should have access to limited capital borrowing powers on the condition an independent revenue stream, such as tax powers, is in place to support them.
The Commission on Devolution in Wales is considering the case for the devolution of fiscal powers, including tax powers, as part of its review of financial arrangements in Wales. The Commission will publish its findings on 19 November, and the Government will consider carefully the recommendations it makes.
