We were saddened to learn of the terrible flooding that has ravaged Rio Grande do Sul. The Minister for the Americas [Minister Rutley] offered our sincere condolences to all those affected by this tragic incident, including the families of those who have so sadly lost their lives. His Majesty's Ambassador to Brazil has also offered condolences to State Governor Eduardo Leite. Through the Start Fund the UK has supported an allocation of £193,000 to provide humanitarian aid in response to the flooding in Brazil. The Start Fund is a pooled fund to which the UK is a major donor.

Israel must ensure its campaign is targeted at Hamas leaders and operatives and ensure journalists can carry out their work safely. On 5 December, the UK supported a joint statement of the Media Freedom Coalition expressing concern over the repercussions for the safety of journalists and access to information due to the ongoing conflict between Israel and Hamas.

We are clear that do not support a major operation in Rafah unless there is a very clear plan for how to protect people and save lives. We have not seen that plan so, in these circumstances, we do not support a major operation in Rafah.
The fastest way to end the conflict is to secure a deal which gets the hostages out and allows for a stop in the fighting in Gaza. We must then work with our international partners to turn that pause into a sustainable, permanent ceasefire.
We must remain focused on a long-term solution to this crisis - a political horizon for the Palestinians, providing a credible and irreversible pathway towards a two-state solution.
We have consistently made these points to Israel, at all levels.

The Antarctic Treaty and its Protocol on Environmental Protection prohibits the commercial exploitation of minerals. The Antarctic Treaty Parties, which includes Russia, reaffirmed their ongoing commitment to this prohibition in a Declaration on Climate Change and the Antarctic, agreed by consensus in June 2023. Russia has a long-standing programme of surveying and mapping the geology of Antarctica, but has repeatedly assured the Antarctic Treaty Consultative Meeting that these activities are for scientific purposes, and of their commitment to sharing data through the Scientific Committee on Antarctic Research's Seismic Data Library System. There is no evidence of any drilling or extraction activities. We will continue to monitor that situation and Russia's activities.

The Government is working hard to reach an arrangement that delivers this money for humanitarian causes in Ukraine as quickly as possible.

We have a growing economic and trading relationship with Argentina. Bilateral trade surpassed £2 billion in 2023 and there are over 120 UK subsidiaries operating in Argentina across various sectors including food and drink, agricultural technology, financial services and transport. The Foreign Secretary had a productive meeting with President Milei at the World Economic Forum in January and with Foreign Minister Mondino at the G20 in February. We continue to work with the Milei administration to deepen our economic relationship in areas of mutual interest, taking advantage of opportunities to increase bilateral trade and investment.

Approximately 8000 former slaves are buried on St Helena and died after being taken to the island by the Royal Navy's West African Squadron trying to halt the slave trade in the mid-nineteenth century. Their precise origins are unknown. Archaeological research was conducted on human remains unearthed in 2008 during preparatory work for St Helena Airport and a further two studies were subsequently completed. Research conducted concluded that some of the individuals likely originated from the Central Africa region.

The St Helena Government was responsible for the reburial of the remains and set up a Liberated African Advisory Committee to create a master plan for their respectful reinternment and to create a memorial and interpretation centre to honour those who died. The Committee consulted the island's community, National Trust and custodians of international enslavement sites around the world. The UK Government provided support for the reburial which took place on 21 August 2022 with the extensive involvement of the local community.

The St Helena Government is responsible for the protection and preservation of the burial grounds in Rupert's Valley. Human remains unearthed during preparatory work for St Helena Airport were reburied on 21 August 2022 on ground designated as a cemetery under St Helena's Burial Grounds Ordinance, ensuring it is now a protected site.

Plans for an interpretation centre and a memorial are set out in a Master Plan created by St Helena's Liberated African Advisory Committee (LAAC). An interpretation centre is planned under Phase Two to raise awareness of the role St Helena played in the slave trade and its abolition. A memorial monument is planned under Phase Three to remember the former slaves buried in Rupert's Valley. The LAAC is in the process of publicly raising funds for the centre and memorial so the timescale for the completion of these projects is not yet known.

The UK is committed to promoting responsible corporate behaviour by companies overseas and supporting the implementation of the Voluntary Principles on Human Rights. We remain concerned at the worrying rate of murders of, and threats against, human rights defenders and social leaders in Colombia. In March, Minister Rutley met with the Colombian Vice Foreign Minister to raise our concern over attacks on human rights defenders and reiterate our commitment to supporting efforts to tackle the root causes of violence in Colombia.
