The Norwegian Refugee Council (NRC) is a leading international NGO and a trusted aid partner to the FCDO providing life-saving support to vulnerable populations around the world. The FCDO has a longstanding relationship with NRC, which is headquartered and registered in Oslo. NRC has a UK presence and was registered as a UK charity in December 2023.

FCDO funds go directly to NRC, which in turn may provide funds to its local partner organisations. The exact selection process and any HMG involvement will vary according to the programme and context. The FCDO carries out due diligence assessments of partners it funds directly, including the NRC. The FCDO's Programme Operating Framework and associated guidance enables staff to ensure that FCDO partners in receipt of aid funds are operating in compliance with sanctions and counter-terrorism legislation. The FCDO due diligence process should consider whether partners have procedures in place to manage the risk of aid diversion in their delivery chains, such as the risk of support to sanctioned entities or proscribed terrorist groups.

We are not aware of any funds provided by the Foreign, Commonwealth and Development Office to the Norwegian Refugee Council being transferred to local partner organisations that have been designated as terrorist organisations by the government of Israel.

The Government has introduced an Update Service to enable existing criminal record certificates to be kept up to date whilst reducing the need for repeat checks with the Disclosure and Barring Service (DBS). The DBS is driving greater uptake of the Update Service which will continue to reduce the need for repeat checks, whilst continuing to safeguard children. The Update Service and criminal records certificates are provided free of charge to volunteers. It is for the Scout Association to determine when criminal records checks should be undertaken and whether to enable volunteers to make use of the Update Service.

The legislation covering rickshaws, or pedicabs, is different across England.

In London they are classified as stage coaches, and therefore are exempted from taxi licensing and do not need a Disclosure and Barring Service (DBS) check. The Government however is looking to bring forward legislation to regulate pedicabs in London.

Outside London they fall under taxi licensing, and drivers must therefore pass the ‘fit and proper person’ test mandated by whichever local authority they are licensed in.

I would refer my noble friend to my Written Answer of 23 May (HL174) to his earlier question on this issue. Those staff undertaking aviation security duties are subject to additional security vetting following the minimum checks that must be completed. These arrangements, like our overall security regime, are kept under close review in light of all current threats. For security reasons, we would not comment on specific staff vetting arrangements.

All employees with access to a security restricted area of an UK airport and access to aircraft undergo, as a minimum, background and criminal record checks, on recruitment and thereafter. Those undertaking aviation security duties are subject to additional security vetting. We keep our aviation security measures under constant review in light of new threat information from a wide range of sources.

The Government is responsible for setting the regulatory structure within which local licensing authorities in England and Wales license taxi drivers. Regulation of taxi drivers in Scotland and Northern Ireland is devolved to the Scottish Government and Northern Irish Assembly respectively.

Local licensing authorities in England and Wales have a duty to ensure that any person to whom they grant a taxi driver’s licence is a fit and proper person to hold such a licence.

Although the term ‘fit and proper’ is not defined in legislation, the procedure for assessing a driver’s fitness will typically involve a criminal record check, a medical check, a local topographical knowledge test and possibly a special driving test. The inclusion of any or all of these elements and the stringency thereof is a matter for the licensing authority. However, the Department for Transport publishes Best Practice Guidance to assist licensing authorities when setting standards.
