DFID have been closely monitoring the cholera outbreak in Southern Sudan since it began late January. The outbreak started in Yei town in Southern Sudan and subsequently spread to Juba and a dozen other towns further East and North. To date (12 March) 212 people have died from the disease from a case load of 6,744. The recent outbreak and its subsequent rapid spread to neighbouring towns underlines the threat of disease while the imminent onset of the rainy season will serve to increase the difficulties faced by vulnerable people.DFID has been active in supporting the co-ordination of response efforts in the South and in monitoring the situation. The emergency preparedness and response unit managed by the United Nations Office for the Co-ordination of Humanitarian Affairs (UNOCHA) together with the World Food Organisation (WHO) have been at the forefront of co-ordinating the response to the outbreak. DFID has been working closely with OCHA providing technical advice, support and funding.Through the Emergency Response Fund (ERF) of UNOCHA, DFID has provided over $350,000 to eight UN agencies and non-governmental organisations assisting with the response to the cholera outbreak. An additional $750,000 of DFID funds remains with the ERF for continued assistance to agencies if the disease spreads further.In addition to support such chronic and rapid onset emergencies, the UK is providing early and significant contributions to the UN 2006 Work plan, from which the UN humanitarian co-ordinator has already allocated over $40 million to the South including an allocation of US $500,000 to the Emergency Response Fund. The UN humanitarian co-ordinator additionally holds an emergency reserve of $10 million (to which DFID was a significant contributor) which could be accessed to scale up the response to the outbreak should the need arise.

Mr. Bercow: To ask the Secretary of State for International Development what his latest assessment is of the number of people who have died in each month in 2004 from malnutrition and disease in Darfur. [196203] Hilary Benn: It is very difficult to provide accurate monthly figures of mortality in Darfur in 2004, given that there was very little access to large proportions of the Darfur in the early part of this year. The latest projections provided by the World Health Organisation (WHO) indicate that between 35,000 and 70,000 deaths occurred between March and September. In presenting these figures, WHO stated that further work was needed to estimate what proportion of these deaths were due to different causes, though it perceived that most were due to diarrhoeal diseases exacerbated by malnutrition. The large variation in these figures is due to the fact that they are based on the findings of the WHO's retrospective mortality survey, which only covered North and West Darfur. Assessment in South Darfur was hampered by insecurity. The WHO found that between 15 June and 15 August, the crude mortality rate was 1.5 deaths per 10,000 per day in North Darfur and was 2.9 deaths per 10,000 people per day in South Darfur. Based on the numbers of internally displaced persons at the time, WHO estimated that between 6,000 and 10,000 people were dying per month. It should be noted that these figures refer to mortality rates amongst the displaced. Further deaths may have occurred due to malnutrition, disease and for other reasons that have not been captured in the survey. DFID has urged the WHO to complete its survey in South Darfur and to undertake regular monitoring of morbidity and mortality levels throughout Darfur.

[149985] Hilary Benn: It was not possible to obtain the information on the overall levels of malnutrition in Southern Sudan for the month of December in the years requested. The following table lists rates of malnutrition for November through to February for the years indicated, and at the locations mentioned. These are from NGO surveys. As the NGOs would undertake surveys in areas where high levels of malnutrition were suspected they should not be taken as representative of the whole population. The rates give the proportion of children acutely malnourished. This approximates to the percentage of children who are less than 80 per cent. of the international reference weight for a given height: Southern Sudan: Rates of malnutrition Percentage _________________________________________________________________________________________________. The only year where we have information on levels of disease in December in Southern Sudan is 2002. Over that year there were outbreaks of measles and whooping cough reported, with 132 cases of whooping cough of whom two died, and 85 cases of measles with three deaths. There were also reports of rabies, but there are no actual numbers of cases affected. Basic health indicators in Southern Sudan are persistently very poor, and among the worst in Africa. In the absence of information specifically related to destitution we have referred to the monthly report of the Famine Early Warning Systems Network, which provides information on those requiring emergency humanitarian assistance in the form of food aid. The December issue of this report usually gives the harvest assessment and the needs assessment for the following year. For 2001 the main findings were that emergency needs were linked to the presence of insecurity in parts of Bahr-el-Ghazal, Upper Nile and Eastern Equatoria. In 2002 below average harvest combined with insecurity resulted in persisting requirements for humanitarian relief in parts of Bahr-el-Ghazal, Upper Nile and Eastern Equatoria. In 2003 agricultural production was generally good, but need for emergency assistance remained in many communities in Upper Nile and Bahr- el-Ghazal.

Mr. Bercow: To ask the Secretary of State for International Development what the result has been of the support provided by his Department to the Africa Regional Office of the World Health Organisation for malaria and childhood illness activities. [148554] Hilary Benn: DFID has agreed an £18 million, six- year project of support to WHO Africa Regional Office in 2002 and it is now at the early stages of implementation. We reviewed progress in 2003 and felt that that the project was well on track. All the countries supported under the project having developed Roll Back Malaria (RBM) and Integrated Management of Childhood Illness (IMCI) plans. Countries supported under the project have been able to use their malaria control plans to make applications to the Global Fund for AIDS, TB and Malaria (GFATM). The plans have helped GFATM approve and release significant malaria grants for six countries in the region. WHO has established an inter-country team for the region, which has responded to a number of emergencies such as flood assessments in Malawi and Mozambique. At the same time it has helped to develop country capacity through training and strengthening health systems. The IMCI strategy is being implemented in most countries of the region and seven are now implementing it in more than 50 per cent. of their districts. There have been major achievements in improving health worker skills, demonstrated through Health Facility Surveys and Multi-Country Evaluations. Attention will now be focused upon strengthening some of the health systems issues in the delivery of IMCI. Finally, the WHO's Regional Office for Africa (AFRO) itself has used the project to increase its institutional capacity and has recruited additional staff to work on both RBM and IMCI.

John Barrett: To ask the Secretary of State for International Development if he will make a statement on the diarrhoea epidemic in the north west region of the Central African Republic. [133765] Hilary Benn: Several epidemics of diarrhoea have been reported in different regions of the Central African Republic. The most recent epidemic was confirmed north west of the capital, where at least 40 people died in late September 2003. A similar outbreak was detected and contained in August 2003. Areas of the north were severely affected by six months of war between the Government and rebel troops, and this has adversely affected health and water facilities. In response, the EC Humanitarian Office (ECHO) and the European Development Fund (EDF) launched a 1.77 million Euro emergency programme to revamp and re-equip health facilities in nine war affected provinces of the Central Africa Republic, disbursing resources through international NGOs. This has involved rehabilitation of health facilities and equipment, the mobilisation of medical personnel and medical supplies, as well as the establishment of an efficient management system. UNICEF is also jointly involved in a six-month health project combating waterborne diseases, including the disbursement of drugs to six war affected regions. A joint Government-NGO (Medicos Sin Fronteras MSF-Spain) medical team began work in July 2003, educating local leaders on water hygiene and providing local health centres with drugs to help fight the disease. Tests have also been undertaken on wells to check which need to be purified. Health authorities have since resumed the immunisation of children in the north west region of the Central African Republic. Clean water supplies have now been restored in Bozoum and its surrounding areas since October 2003, which should help halt the spread of diarrhoea.

Angus Robertson: To ask the Secretary of State for International Development pursuant to his answer of 14 October 2003, Official Report, column 75W on reproductive health, if he will list the activities at country level funded until the end of 2003 what the (a) structure, (b) aims, (c) methods and (d) annual funding need for each of the activities were; how much the UK has (i) pledged and (ii) delivered to each of the activities since January 2001(A) in monetary terms, (B) as a percentage of the funding total and (C) as a percentage of the yearly balance from the one-off UK contribution; and if he will make a statement. [133197] Hilary Benn: Further to my previous answer of 14 October 2003, Official Report, column 75W, the whole of the UK's £25 million contribution is used to meet commodity needs in developing countries and for condoms in countries with a high prevalence of HIV. This is a multi-donor programme, worth $96 million. Of this, 45 per cent. has been distributed to Least Developed Countries and 66 per cent. to those in most need of assistance to meet the goals from the landmark International Conference on Population and Development (ICPD). Part of the UK's contribution is being used to support capacity strengthening activities to assist countries to forecast and plan their commodity requirements. The detailed information requested in the question could only be provided at disproportionate cost. This £25 million one-off contribution is in addition to the UK's core funding to UNFPA (£18 million in 2003). This is disbursed in line with the overall framework for the UK's partnership with UNFPA, set out in the Institutional Strategy Paper (ISP) published in June 2001.
