Mr. Rosindell: To ask the Secretary of State for International Development (1) what percentage of households in Iraq have (a) working electricity and (b) running water; [184275] (2) what percentage of the Iraqi population live below the poverty line for the country. [184276] Hilary Benn: Social statistics available for Iraq are currently limited and unreliable. DFID is considering ways in which to assist building statistical capacity in Iraq and has made available £30 million to the UN, including for statistical support, through the International Reconstruction Fund Facility For Iraq. The UN is working with the Iraqi Central Statistics Organisation and Ministries to develop up to date statistics. A United Nations Development Plan (UNDP) survey of Living Conditions of Iraqi Households is due to be completed in November this year and will include economic indicators such as income, day to day expenditures, availability of health and education facilities and access to public services. A World Food Programme Baseline Food Security Assessment, due next month, is likely to produce estimates of the amount of poverty in Iraq. In early July, peak production was averaging around 4,500 MW, just above pre war production levels. Progress has not been as rapid as planned, primarily as a result of sabotage and security constraints. High summer demand due to increased temperatures has resulted in reduced hours of electricity supply to most areas of Iraq. Significant programmes of long-term rehabilitation of electrical infrastructure continue. Estimates suggest that immediately after the conflict, 60 per cent. of urban and 30 per cent. of rural populations had access to safe water. Considerable work has taken place since the end of the conflict to improve the quantity, quality and reliability of water supplies. There are no reliable statistics of current coverage, but informal estimates by the former Coalition Provisional Authority (South) indicate that, in the south, coverage has increased by 10-15 per cent. since May 2003. Water quality and volume in Basra is expected to exceed pre-conflict levels during the summer of 2004. The joint UN and World Bank Needs Assessments of last year estimated that of the 70 per cent. of the Iraqi population that live in urban areas, 30 per cent. live near the poverty line. Approximately 60 per cent. of the population is dependent on free food rations under the Public Distribution System (PDS). Poverty in southern Iraq is particularly serious. A 2003 World Food Programme study on chronic poverty calculated that approximately 21 per cent. of Iraq's centre/south population were chronically poor or unable to meet their basic needs over long periods of time, even after assistance provided through PDS.

Mr. Bercow: To ask the Secretary of State for International Development what the total sum of short- term bridging funding has been by his Department for the development of livelihoods monitoring through the Ministry of Rural Rehabilitation and Development and the Afghan Research and Evaluation Unit; and what the findings of the monitoring have been. [178065] Hilary Benn: DFID provided £50,000 to fund the Afghan Research and Evaluation Unit in 2003-04 to assess the information generated by the Vulnerability Assessment Mapping review in 2002 and the contribution that information made to the programming of humanitarian interventions and its potential value to 2003. DFID is also providing £538,536 funding to a consortium of NGOs consisting of ACF, GOAL and Save the Children (US) to pilot a standardized round of data collection, analysis and dissemination for the National Surveillance System in seven provinces. The piloting phase focused on testing methodologies and data collection techniques appropriate for the Afghanistan context, building capacity and structures at the provincial level to collect and manage data and use the findings to advocate for programs and/or target resources for already existent programs, and providing information on the feasibility of running an effective national level system. It also provided in depth information on livelihoods, food security and nutrition situation in the seven provinces where government surveillance units were active. To further develop a national methodology, implement a second round of data collection and link results to programming, and further develop capacity of key government staff at district and provincial levels. The completion of these activities will lay the groundwork for an EU funded four-year project for the 2004 National Risk and Vulnerability Assessment to be implemented through the Vulnerability and Analysis Unit of the Ministry of Rural Rehabilitation and Development. This is scheduled to start in July-August 2004.

Simon Hughes: To ask the Secretary of State for the Home Department pursuant to his answer of 28 February 2003, Official Report, column 772W, on the Criminal Justice Bill, what research he used to reach his estimate of 1,000 additional prisoners. [109584] Hilary Benn: A model was developed by the Home Office Research Development and Statistics Directorate as part of the review of sentencing policy conducted by John Halliday ("Making Punishments Work", published in July 2001). This model was then adapted for use in assessing the impact of the Criminal Justice Bill, focussing on those aspects of the review's proposals that have been taken forward in the Bill, as well as additional proposals that have been developed following the publication of the review. The model considers the cost-benefits of the proposals, as well as the impacts on prison and probation workload. It uses published prison and probation statistics, and research evidence on the effectiveness of programmes in reducing re-offending. It is based on sentencing behaviour in 2000. The assumptions within the model were agreed with the relevant stakeholders such as the Prison Service, Probation Service and others. The projected net effect of implementation of the sentencing provisions in the Bill, of a small increase of about 1,000 in the prison population by 2009, was arrived at using the model. The impact is estimated to be about 500 once all the changes have been implemented and sufficient time has passed for their full effects to be seen.

For statistical purposes offences are grouped in standard ways for presentation because there are too many offence codes to list them separately and the figures for many offences would be too small for meaningful analysis. For prison statistics the `other' offence group corresponds to the `other' offence group used in crime and court statistics to which have been added offences from the criminal damage and motoring groups because historically these have been small components of the prison population. Dr. Murrison: To ask the Secretary of State for the Home Department what assessment he has made of the (a) prevalence and (b) causes of occupational stress (i) among prison officers and (ii) in the police. [93666] Hilary Benn: The Prison Service carried out an audit into the causes and extent of stress among prison officers and other staff in 2001-02. The audits were conducted at a number of representative prisons and at headquarters. The results suggest that stress is common among prison staff and is due to a wide range of causes. As a result of this work, the Prison Service is developing a policy for preventing stress together with a range of initiatives aimed at supporting those who may be suffering from stress. Figures for police sickness absence showed an average loss of 11.5 working days per officer in 2001-02 and an average of 12 working days per support staff member. Her Majesty's Inspectorate of Constabulary has not previously recorded exact figures on what proportion of that absence relates to stress, although stress and musculo-skeletal disorders are unofficially recognised as the two main contributors. From April 2003, all forces will have begun measuring sickness absence according to new data collection arrangements. This was released in June last year by the Police Numbers Task Force and will ensure that sickness absence is broken down into categories, including stress-related illness. The new data collection arrangements will enable forces to target the types of sickness absence that have the most effect on them. There has been much discussion by occupational health professionals both inside and outside the Police Service regarding the causes of stress. As yet there is no one prevailing view on the subject. Some forces have already conducted internal stress audits/and begun to target the causes of stress at local level.

Vera Baird: To ask the Secretary of State for the Home Department what action he will take to alter public perception found in Improving Public Attitudes to the Criminal Justice System, Home Office Research Study 245, that crime was increasing. [73782] Hilary Benn: The Government believe that the key to improving public perception of crime and criminal justice is to continue to deliver reductions in crime and improvements in the way the criminal justice system operates. The recently published White Paper, Justice for All, set out what needs to be done to modernise and improve the Criminal Justice System (CJS). The Home Office has been set targets for reducing crime and the fear of crime, improving the delivery of justice and increasing confidence in the criminal justice system. The Government are committed to improving the prevention and detection of crime, convicting the guilty and rehabilitating offenders so they do not offend again. Reform will also ensure that justice is seen to serve and protect the interests of the community, and especially victims of crime. The presentation of statistical information about crime has been made clearer and more comprehensive by combining publication of recorded crime statistics and information from the British Crime Survey. An objective in all our communication activity is to work with our partners to close the gap between the public perception that crime is rising against the reality of long term falls in crime. The media make an important contribution to public perceptions of crime, and efforts are being made to encourage responsible reporting of crime. We are also exploring alternative ways to provide accurate information about crime to the public. The Government have made a commitment to increase the number of crimes that result in the perpetrator being brought to justice, an initiative called `Narrowing the Justice Gap'. A co-ordinated strategy based on: tackling weaknesses in the criminal justice process; targeting types of offender, particularly persistent offenders; and targeting specific types of offence, aims to bring 1.2 million offences to justice by 2005-06. Narrowing the justice gap not only reduces crime but also demonstrates that the criminal justice system is effective and responsive to the needs and concerns of victims and witnesses. The perception that criminals are "getting away with it" is hugely damaging to confidence levels. The Government have made improvement in this area their key aim for the CJS. We also have a responsibility to promote confidence in the CJS and we are actively working on a programme of work in this area. This will be based on ensuring that the public are aware of the impact of reform and improvements in the delivery of justice.
