To ask the Secretary of State for Housing, Communities and Local Government, what the timetable is for the publication of the White Paper on English devolution.
To ask the Secretary of State for Housing, Communities and Local Government, what the timetable is for the publication of the White Paper on English devolution.
The manifesto committed to publishing an English Devolution White Paper in 2020. The Government is committed to empowering local places to drive local economic growth. The Queen’s Speech reconfirmed the Government’s commitment to an English Devolution White Paper, further details on which will be made available in due course.
Second opposition day debate (part one). Motion that this House notes that the Government's proposed changes to local authority funding will dramatically downgrade the importance of deprivation in deciding the distribution of funding to local authorities and will have a devastating effect on local adult social care funding; further notes that proposed changes will cause even greater reductions in foundation funding and children's social care; and calls on the Government to scrap its Review of Local Authorities' Relative Needs and Resources and to ensure that local authorities are properly funded through a fairer system that properly takes account of deprivation, need and differing council tax bases. Negatived on division (190 to 329). Amendment agreed to on question. Main question, as amended, agreed to. Resolved that this House welcomes the Government's provisional local government finance settlement, which will deliver the biggest year-on-year real terms increase in councils' spending power for a decade; recognises the pressures on adult and children's social care as well as critical local government services, and welcomes the additional £1.5 billion available for social care in 2020-21; notes that the Government has listened to calls for a simpler, up-to-date, evidence-based funding formula and has committed to consult on all aspects of the formula review in spring 2020; further welcomes the Government's ambition to empower communities and level up local powers through a future Devolution White Paper; and welcomes the Government's progress on this agenda already with the £3.6bn Towns Fund and eight Devolution Deals now agreed.

To ask the Secretary of State for Housing, Communities and Local Government, how much funding has been devolved to each (a) metro mayor and (b) metro mayor region in each of the last four financial years.
The core funds devolved to the Metro Mayors and their combined authorities are listed in the attached table. Further details can be found in the Annual Reports of Devolution, laid before Parliament each year by the Secretary of State for the Ministry of Housing, Communities and Local Government, and in the devolution deal agreements.
What his Department’s policy is on the One Yorkshire devolution proposals.
What his Department’s policy is on the One Yorkshire devolution proposals.
This government’s ambition is for full devolution across England and we are committed to publish an English Devolution White Paper which will set out our plans.
I am sure that, like me, the hon. Lady is delighted that one of the first policy commitments of our new Prime Minister before the general election was to say that we should have devolution—mayoral at that—across the whole of the north of England, and I am delighted to report that we are not only proceeding well with negotiations in West Yorkshire but having good discussions with South Yorkshire—[Interruption.] The rest of Yorkshire is in discussions with us as well. [Interruption.] As I do not think the hon. Member for
Brighton, Kemptown (Lloyd Russell-Moyle) knows, given that he represents Brighton—though he is chuntering from a sedentary position about One Yorkshire—proposals have been submitted to the Government, but the area did not meet the requirement to having a coherent economic geography. I am pleased, however, that we are able to forge ahead with all forms of devolution in Yorkshire. What happens in Brighton we will have to wait and see.

The Minister will know that when the north prospers the nation prospers, and a recent independent study showed that the One Yorkshire devolution project could bring £30 billion to our region’s economy, so will he finally allow us to bring power home by letting One Yorkshire devolution go ahead?
To ask the Secretary of State for Housing, Communities and Local Government, when officials in his Department last met with representatives of the devolved Administrations on the development of the UK Shared Prosperity Fund.
To ask the Secretary of State for Housing, Communities and Local Government, when officials in his Department last met with representatives of the devolved Administrations on the development of the UK Shared Prosperity Fund.
The government recognises the importance of providing certainty and clarity on the UK Shared Prosperity Fund. As announced by the Prime Minister on 27 July, the government will bring forward plans on the fund. The government remains committed to consulting on the fund.
The UK Shared Prosperity Fund will operate across the UK. It will be part of this government’s commitment to levelling up our regions and enabling all places to benefit from economic prosperity, particularly those whose economies are furthest behind.
The government has been working closely with interested parties across the UK whilst developing the fund. It is only right that we take final decisions regarding its design, including its allocation, after a cross-government Spending Review.
UK government officials regularly discuss the UK Shared Prosperity Fund with their counterparts in the devolved administrations and the Northern Ireland Civil Service. The last meeting with representatives from all the devolved administrations was held on 2 October 2019.
Motion that this House notes with concern that the Government is more than half a year behind its schedule to provide details of post-2020 funding through a UK Shared Prosperity Fund; supports the Joseph Rowntree Foundation's recommendation that the Fund should at the very least match the £2.4 billion per year currently allocated through the EU structural funds; and calls on the Government to ensure that full details of the fund are published with urgency, that the devolved settlement is respected and that there is no reduction in the levels of funding to devolved governments or their role in distributing funds. Agreed to on question.

To ask the Secretary of State for Housing, Communities and Local Government, what plans he has to devolve further powers on (a) transport and (b) employment to the North of Tyne Combined Authority.
The Government intends to level up the powers offered to mayors. An Order devolving adult education functions to the North of Tyne Combined Authority is already before Parliament. Subject to Parliamentary agreement, from the 2020/21 academic year the combined authority and their elected Mayor will be able to better shape adult education provision and so better equip residents for work, an apprenticeship or further learning.
Whether he has plans for devolution in Greater Lincolnshire.
Whether he has plans for devolution in Greater Lincolnshire.
The Government agreed a devolution deal for Greater Lincolnshire in March 2016 but it was not subsequently agreed by two of the ten local councils. I met with leaders last year to discuss their ambitions for devolution and invited them to develop further proposals.
To ask the Secretary of State for Housing, Communities and Local Government, with which councils and combined authorities is the Government currently consulting on devolution.

Whilst we are not formally consulting any councils or combined authorities at present, the Secretary of State has had conversations with the leaders of councils in Yorkshire, as well as the Mayor of the Sheffield City Region, about future devolution to Yorkshire.
To ask the Secretary of State for Housing, Communities and Local Government, what plans his Department has to provide for further devolution of powers in relation to political decision-making throughout England.

The Government remains committed to setting out our approach to devolution and providing clarity for local areas. We will look to publish our approach as soon as practicable after our exit from the EU.

Do the Government consider it fair and reasonable for devolved local authority areas to charge people living outside those areas more for exactly the same services?

In reaching his decision on the One Yorkshire proposal the Secretary of State had regard to the evidence and analysis supplied by the Yorkshire leaders, which are available at https://www.westyorks-ca.gov.uk/economy/devolution/ . It was on this basis that the Secretary of State concluded that the One Yorkshire proposal met neither the criterion on functional economic area nor on there being strong and accountable governance. The proposal focuses on an area that is far greater than any of today’s functional economic city regions, and does not show how a single accountable mayor would be empowered to take tough decisions across a single area.

I refer the Hon Member to my answers of 19 February 2019 and 20 February 2019 in response to Question UIN 221735 and Question UIN 222008 from the Hon Member for Barnsley Central, which set out our criteria for devolution and how the One Yorkshire proposal did not meet these.
I met the leader of the Cheshire and Warrington local enterprise partnership only last week, and we discussed progress on its growth deal. We remain committed to working with it to see when progress can be made, but it is absolutely vital that the leaders of the three unitary authorities and all the Members of Parliament affected renew their commitment to the deal if we are to make progress.

Cheshire and Warrington were promised a decision on their devolution growth deal by November 2017. Why the delay? When are we going to get a decision?

To ask the Secretary of State for Housing, Communities and Local Government, with reference to his letter to the Mayor of the Sheffield City Region of 12 February 2019, if he will publish the Government’s devolution criteria.
I refer the Hon Member to my answer of 19 February 2019 to his Question UIN221735 which set out our criteria for devolution. These criteria were described in the Department’s written evidence to the Communities and Local Government Committee which was published on the inquiry page of the Committee’s web site along with its report “Devolution: the next five years and beyond. First Report of Session 2015-16” (HC 369).

To ask the Secretary of State for Housing, Communities and Local Government, with reference to his letter to the Mayor of the Sheffield City Region of 12 February 2019, for what reasons the One Yorkshire deal did not meet the Government’s devolution criteria.
The criteria for devolution which we have consistently applied are that devolution is to a functional economic area and that there must be strong and accountable governance proportionate to the powers and budgets being devolved. One Yorkshire differs significantly in terms of geography and governance from those deals.
To ask the Secretary of State for Housing, Communities and Local Government, whether he has any plans to review the effectiveness of the way the Government shares information with devolved regional governments including metro mayors.

Through my department’s work on agreeing and implementing the Devolution Deals, and on local growth matters more broadly, my officials regularly engage with the mayoral combined authorities.
I also engage with the metro mayors, including recently having met with them all alongside DExEU Minister Kwasi Kwarteng to discuss EU Exit. I will also be speaking with all of the Mayors over the coming weeks to discuss the development of the UK Shared Prosperity Fund.

We are considering the material provided.
The Government has already agreed a devolution deal for the Sheffield City Region. We look forward to this being implemented in full. It will bring £900 million of much needed new funding to the city region, and put power in the hands of local people.
