Primary legislation falling within the responsibility of the Home Office is drafted by parliamentary counsel on instructions from Home Office Legal Adviser’s Branch.Secondary legislation falling within the responsibility of the Home Office is almost always drafted by a lawyer in Home Office Legal Adviser’s Branch.However, no one is employed solely to draft legislation: that is a task that may fall to any member of the Branch, if there is a need for legislation in the area of legal work for which the lawyer concerned is responsible.
