Hugh Robertson: To ask the Secretary of State for Education and Skills what support the Government provided for non-school
playgrounds in (a) 2001-02, (b) 2002-03 and (c) 2003-04; and what future funding allocations have been made.

Mr. Caborn: I have been asked to reply.
ODPM and DfES have provided funding for non- school playgrounds/playing fields as follows:
ODPM
ODPM through its New Deal for Communities partnerships has spent £4,775 (2001-02); £1,711,010 (2002-03) and £857,548 (2003-04).
Future funding allocations have not yet been finalised.
ODPM also provides funding for non-school playgrounds through sponsorship of Groundwork, who deliver projects led by or for children
and young people and through the Living Spaces scheme which is funding improvements to spaces, including play areas, parks,
kick-about areas and skate parks. However, it is not possible to aggregate out support for these play areas from the general project
funding that is provided.
DfES
Outdoor playground facilities have been funded from the Local Network Fund. Records show that grants totalling £250,000 have been
awarded to 31 voluntary groups for external play grounds. These grants are broken down as follows:

The Local Network Fund runs until 2008 with a yearly allocation of £40 million. It is not possible to predict at this stage
how much of that future funding will go to non- school playgrounds.

Mr. Caborn: The responsibility for Lottery awards rests with the independent distributing bodies. Sport England, as with all
distributing bodies, makes its funding decisions independently of Government.
Sport England's review of its operations, business objectives and Lottery-funded programmes is being carried out as part of its
modernisation and restructuring programme. I understand that Sport England's Council hopes to make decisions on outstanding
applications soon.

Mr. Wray: To ask the Secretary of State for Culture, Media and Sport how many specialist playgrounds there are that cater for

Mr. Caborn: DCMS does not hold information on the specific numbers of playgrounds that cater for disabled children. The Department
launched a Children's Play Review in October 2002, which includes research into provision for disabled children. Elite disabled
sport is supported by the UK Sport World Class programme, which has been given £4.6 million in exchequer funding since 1997. In
addition to this, the DCMS also funds grassroots disability sport through Sport England, which from 1998-2003 allocated £4,240,056
to the English Federation for Disability Sport. The EFDS works to improve opportunities to participate in sport for all people with
disabilities.

Mr. Luff: To ask the Secretary of State for Culture, Media and Sport what assessment she has made of the role of adventure
playgrounds in reducing anti-social behaviour; and if she will make a statement. [109098]
Mr. Caborn: Good quality play opportunities can have a significant impact on children and young people, their families and the wider
community. The wider benefits of effective play provision can include a reduction in crime--it can ensure children and young people
are enjoying themselves and are therefore engaged in activities which do not lead them to antisocial behaviour.
No formal assessment of the role of adventure playgrounds has been carried out by my Department, but we in partnership with DfES are
conducting a review of Children's Play which will report in the summer. This will identify how funding for children's play can be
spent most effectively.

Mark Tami: To ask the Deputy Prime Minister what guidance his Department gives to local authorities regarding the (a) provision and
(b) size of children's play areas. [70399]
Mr. Caborn: I have been asked to reply.
In Wales, responsibility for Children's Play issues rests with the National Assembly of Wales, who are in the process of producing a
play policy for Wales, and not with Whitehall Departments, who are only responsible for play matters in England.
In December 2000, DCMS produced a guidance document for English local authorities entitled "Creating Opportunities", which
encourages local authorities to develop and implement Local Cultural Strategies. The guidance explicitly lists play as something to
be within the scope of cultural strategies, encompassing: children's play, playgrounds and play activities, parks and open spaces.
DCMS also funded "Play as Culture", researched and published by Playlink, a document which provides detailed guidance about
incorporating play in cultural strategies. It was co-sponsored by the Department for Education and Skills (DfES) and the then
Department for Transport, Local Government and the Regions, and was publicised and disseminated via the Local Government Association
(LGA), the Institute of Leisure and Management and Early Years Partnerships. There is also soon to be a weblink directly to the
document on the Playlink website from the DCMS website and a second round of distribution is about to begin.
The Office of the Deputy Prime Minister is currently revising "Planning Policy Guidance note 17: Sports, Recreation and Open Space"
(PPG17) which will provide guidance on the provision of a full range of urban open spaces, including play space. The revision, along
with associated good practice guidance, will provide guidance for improving local assessments of need for such spaces and for
carrying out audits of existing spaces. While these will encourage the setting of local standards for provision of new spaces, they
will not give any specific guidance on the size of play spaces.

There are no statutory regulations governing the materials which can be used to provide safety surfaces in children's playgrounds.
DCMS funds research into children's play issues in England, including play safety. This work is currently carried out for us by the
Children's Play Council, which has set up the Play Safety Forum to identify the key issues affecting play safety. DCMS officials
attend this forum, which is working on a statement on play safety.
