To ask His Majesty's Government what assessment they have made of the relative costs of undergrounding power lines by (1) cable ploughing, and (2) open trenching.
Undergrounding is usually by open trenching with costs varying between 5-10 times those of overhead lines. These costs are from the Institution of Engineering and Technology Study, 2012. Cable ploughing is a newer method of undergrounding some types of electricity cables. The Government has not made a formal assessment of those costs. The Government regularly engages with industry to understand new opportunities and innovations.

To ask His Majesty's Government what is the cost of sending the UK delegation to the COP28 climate change conference in Dubai, how many UK representatives this covers, and how many of them travelled by (1) private, and (2) public, jet aircraft.
Although the COP28 climate conference concluded on the 13th December, it is not yet possible to put an accurate figure on the cost of attendance by the UK delegation, as final costs will need to be gathered and reviewed. A total cost will be available for audit in January 2024 at the earliest.
The UK Delegation included 11 Ministers from multiple departments.

The Electricity Networks Strategic Framework sets out the Government’s approach to readying the network for the increase in peak electricity demand anticipated as we electrify transport and other sectors. We expect peak electricity demand to increase to approximately 80 GW in 2030 of which electric vehicle demand makes up approximately 10%, before any demand side response. Due to existing spare distribution network capacity, we do not expect this to lead to any significant rise in distribution network capital costs before 2030. We expect £30 billion of transmission network investment between 2023 and 2030.

The Government understands that green, lower-carbon products are more efficient and cheaper to run. However, current distortions in electricity and gas prices do not always make this the case. We want to make it easier for consumers to make the switch to green products, such as heat pumps, by ‘rebalancing’ prices between electricity and gas to remove these distortions.
In ‘Powering Up Britain’, the Government accepted the recommendation from the Independent Review of Net Zero that Government should commit to outlining a clear approach to gas and electricity price rebalancing by the end of 2023/24 and should make significant progress affecting relative prices by the end of 2024.
The Department will provide further information in the coming year.

The Government committed to the publication of a Call for Evidence in the Future of Freight Strategy to better understand the role the planning system has in supporting the needs of the freight and logistics industry. This document is due for publication in the coming weeks and welcomes representations from all stakeholders to provide evidence to enable the Government to fully consider how depot charging facilities at logistics sites can be delivered in the most expeditious way.

The Government is working with Ofgem and network companies to release network capacity and improve the connections process, which will reduce connection timescales for all types of connections, including logistics sites. Building on this work, the Government and Ofgem will publish a connections action plan in the summer.

Ofgem has decided that electricity demand customers, such as depot charging facilities at logistics sites, submitting a connection application after 1 April 2023, will no longer be charged for any distribution network reinforcement costs to accommodate their connection. Additionally, the Government is working with Ofgem and network companies to release network capacity and improve the connections process, which will reduce connection timescales, including potentially for depot charging facilities. The Government will publish a connections action plan in the summer.

The Government is lowering costs through the Boiler Upgrade Scheme, which provides a £5000 grant towards the purchase of an air source heat pump and is available until 2028, and through zero rating VAT on air source heat pumps until 2027. This is part of a comprehensive policy package to grow the market to 600,000 installations a year by 2028 and work with industry to make heat pumps as cheap to buy and run as fossil fuel boilers. Further details are set out in the recent Powering Up Britain publications (2022) and the Heat and Buildings Strategy (2021).

The Government recognises that pubs and other hospitality businesses are facing cost of living pressures.
The Energy Bill Relief Scheme ensures businesses are protected from excessively high energy bills up to the 31 March 2022. Following a review of this scheme, a new Energy Bills Discount Scheme (EBDS), will provide all eligible UK businesses and other non-domestic energy users with a discount on high energy bills from 1 April 2023 until 31 March 2024.
