Pursuant to the previous Home Secretary's commission of the Advisory Council on the Misuse of Drugs (ACMD) to provide advice on so called "legal highs" in March 2009 and following its advice on synthetic cannabinoids, and cathinone derivatives, the ACMD are now considering its next priority area from a range that includes but is not limited to plants such as Kava kava and Salvia divinorum, solvents and gases, miscellaneous stimulants and hallucinogens, and fungi.Home Office officials first became aware of the use of mephedrone as a drug following unconfirmed presentations to Accident and Emergency units during the Isle of Wight music festival in late July 2009.The draft order to control mephedrone and other cathinone derivatives currently before Parliament will enshrine in law a generic definition encompassing a wide range of cathinone derivatives, including methylone and butylone.

The Department commissioned two studies in 2009 to explore the social harms associated with khat use. The first of these is a qualitative study exploring perceptions of the social harms associated with khat use; the availability of treatment services provided for khat users; and perceptions of the appropriate role of Government intervention. The second is a review of the national and international literature examining the evidence on the social harms associated with khat and the impact of legislation in countries which have legislated against khat use and supply. The work is now approaching completion and the Department aims to publish the findings of these studies later in 2010.For the qualitative study, a total of 10 focus groups were conducted with members of the Somali, Yemeni and Ethiopian communities in Sheffield, London and Cardiff. An additional focus with members of the general public was held in each of the focus group site areas. The composition of focus groups was men-only, women-only or young people-only. The focus groups were conducted in a mix of mother-tongue and English depending on the needs of the group.

[holding answer 4 March 2010]: Mephedrone is sold in the UK through shops and online from websites under the guise of a research chemical, plant food or bath salts. It can be purchased from the internet at between £10 and £15 per gram.The street cocaine market is multi-tiered and a gram of cocaine can be sold for between £20 and £70, with a most common price of £40. What is being sold as cocaine by local dealers typically contains less than 20 per cent. cocaine hydrochloride.

In 2008-09, the Home Office provided funding of £806,158 to Hounslow Drug Action Team through the Drug Interventions Programme (DIP) Main Grant. The constituency for Feltham and Heston comes under the London borough of Hounslow. DIP also made an allocation of £6.4 million to the Metropolitan Police Service for drug testing in 2008-09. Some of the £6.4 million would have been used to fund drug testing in the borough of Hounslow; the level of resource provided to Hounslow was decided centrally by the Metropolitan Service.DIP is a key part of the Government's strategy for tackling drugs and reducing crime. The programme is delivered locally via drug action teams using integrated teams known as criminal justice integrated teams supported by regional Government office leads and the National Treatment Agency. Using a case management approach they aim to offer access to treatment and support.A number of specific and individual Home Office grants have been combined into area-based grant (ABG), which is allocated to local authorities on a three-year basis to maximise stability and certainty. The receiving authorities have flexibility to use ABG as they see fit to deliver local, regional and national priorities in their respective areas.Funding data for 1997-98 is not readily available.

For example, this summer the millionth person is likely to go through the drug intervention programme, and overall drug use is down. The estimate is 329,000, so, ever since I gave detailed recommendations to the previous Home Secretary, and the one before that, and the one before that, the numbers have gone up. Yet, the numbers in my constituency have gone down, as they have for overdoses, deaths, hospital admissions from overdoses, and burglaries. When will the Minister's Department look at those recommendations and see why the system that is used in my constituency, and in Australia, Sweden and many other countries, is working and dealing with drug addiction, unlike the Government's own policy?

I saw the report from Portugal and I was left with the impression that it is too early to say what the effect of its change in policy has been, and we have to be careful in the message we send out about the harm that drugs do. It is expensive, but for every £1 invested we save £9.50 across the life of a drug user. The hon. Gentleman is right to say that we need early intervention, and we also need to make sure that there are resources for treatment. We are seeking to achieve, and are providing, those things.

Is it not the case that many who resort to illegal drug use end up in prison because they commit crime to feed their addictions? The best and most cost-effective way to deal with the problem is to ensure that the treatment that such people need is given before they have to resort to crime. The fact is that not enough places are available. Would not ensuring that more places were made available now be a cost-effective and smart move by the Government?

Of course, we want action to rid people of their drug habits and to end the link with acquisitive crime before they enter prison, but he is absolutely right: we need a seamless system. This means that when someone is in prison they receive the treatment that they need, that it continues when they leave and that, hopefully, they can break the habit and return to a normal life.

Does the Minister agree that how successful his Department and the Prison Service are at dealing with drugs in prison matters very much, first, because of the difficulties in prison and, secondly, because of the difficulties when people leave prison? Representatives of communities in which khat is used have met both the Home Secretary and other Home Office Ministers, with officials present. Pursuant to the commitment in the Government's 2008 Drug Strategy Action, research that has been commissioned by the Home Office to examine the social harms associated with khat use will comprise a number of focus groups with members of the Somali, Yemeni, and Ethiopian communities. These groups will explore perceptions of the social harms associated with khat use.

In March 2005, the Advisory Council on the Misuse of Drugs (ACMD) was asked by the Home Office to assess the extent of the harm posed by khat use in the UK based on the evidence available at that time. The ACMD recommended khat not be controlled under the Misuse of Drugs Act but they continue to monitor the situation in relation to khat through their technical committee.The Government's 2008 Drug Strategy Action Plan set out the intention to consider further the social harms created by khat use and to improve our understanding of the needs of khat users and their families.In light of the commitments, the Home Office has commissioned a research project to examine the social harms associated with khat use and to explore the level and availability of treatment service provision for khat users and their families and will be considering the issue of classification.

No annual estimates are currently made of the number of people who have used khat.The Home Office is planning to add questions to the British Crime Survey (BCS) from October 2009 to ask respondents about self-reported use of khat ever, in the last year and in the last month.
