Miss Widdecombe: To ask the Secretary of State for the Home Department how many designations have been made to date under section
16(1) of the Crime and Disorder Act 1998; and how many directions have been given under section 16(2) of that Act. [149165]
Mr. Charles Clarke: The information requested is not available centrally.
Section 16 of the Crime and Disorder Act 1998 provides the statutory basis for truancy operations which are conducted in partnership
by the police and local education authorities. Designations in accordance with section 16(1) and directions in accordance with
section 16(2) are made for the period of the truancy operation only. There is no requirement on either the police or the local
education authority to conduct these operations at specified intervals, or to report to Government Departments when they do so. We
have, however, recommended that they jointly review the truancy problem in each local education authority area and conduct truancy
operations each term as appropriate.
Section 16 operations are an important tool in helping both to reduce truancy and the potential that young people will be drawn into
crime or other anti-social behaviour when they should be at school.

Mr. Gardiner: To ask the Secretary of State for the Home Department what help he proposes to give schools and local authorities in
combating truancy. [116814]
Mr. Charles Clarke: Truancy is a major contributor to youth offending and can in itself have a devastating impact on a child's
prospects for later life. That is why my right hon. Friend the Secretary of State for Education has allocated extra resources
through the Social Inclusion Pupil Support Grant Programme, worth some £500 million over three years, to help reduce levels of
unauthorised absence and exclusion.
Secondly, we are introducing as part of the Criminal Justice and Court Services Bill, an increase in penalty on parents for failing
to ensure that a child attends school regularly.
And, thirdly, we are considering actively whether we can encourage the type of scheme which is active in York, for example, where
police, education welfare officers, and social services officers, work together as a team, to pick up children who are truant on the
streets and bring them back into education.

Mr. Cohen: To ask the Secretary of State for Education and Employment what plans he has to increase the responsibilities of

Mr. Charles Clarke: Education Welfare Officers have a long history of working closely with schools and families to promote regular
attendance. My right hon. Friend the Secretary of State recently issued for consultation new draft guidance, "Social Inclusion:
Pupil Support", which includes a section specifically concerned with the role of Education Welfare Officers; we look forward to
responses to that.
