Mr. Tyrie: To ask the Secretary of State for the Home Department how many (a) crimes and (b) violent crimes were recorded in west
Sussex in (i) the latest year for which figures are available, (ii) 1996 and (iii) 1997. [158574]
Mr. Charles Clarke: As west Sussex is a part of the Sussex police force area, figures for west Sussex are not generally available.
Recorded crime data for the Sussex police force area are given in the table. There was a change in counting rules for recorded crime
on 1 April 1998, and also an expansion of the offences recorded, which mean that figures before and after that date are not directly
comparable. For example, from that date, figures for offences of violence against the person additionally include figures for common
assault and assault on a constable, among other offences.

Data for some offences, including the components of violent crime (violence against the person, sexual offences and robbery), have
been recorded on a Crime and Disorder Reduction Partnership (CDRP) area basis for the period since 1 April 1999. Totalling CDRP
figures for west Sussex shows that there were 8,702 violent offences recorded in that area in the year ending September 2000.

Mr. Laurence Robertson: To ask the Secretary of State for the Home Department what recent investigations he has carried out into the
activities at Huntingdon Life Sciences; and if he will make a statement. [157422]
Mr. Charles Clarke: A number of police forces in the Eastern Region are pooling resources and working together on investigations
relating to attacks by animal extremists. This joint working includes investigating personal attacks on directors and shareholders
of Huntingdon Life Sciences (HLS) and other research centres; a shared approach to preparations for national days of action at the
HLS site and other sites in the affected force areas; investigating the organisers and other key individuals in the many
cross-border demonstrations which take place; and linking evidence where necessary.
The Government are absolutely determined to tackle the sort of criminal behaviour perpetrated by animal rights extremists, many of
whom do not hesitate to use violence and intimidation to achieve their aims. Both the Government and the police are determined to
ensure that people should be allowed to go about their legitimate business without being subject to violence and intimidation. We
are introducing a range of measures aimed at combating such intimidation, including important new provisions in the Criminal Justice
and Police Bill currently before Parliament.

Mr. Collins: To ask the Secretary of State for the Home Department what assessment he has made of the impact of the Human Rights Act
1998 on pub-watch schemes; and if he will make a statement. [155559]
Mr. Charles Clarke: The Government are keen to promote pub-watch schemes which involve licensees working together to reduce
alcohol-related violence and disorder on licensed premises. The schemes may involve information about known troublemakers being
passed between local licensees for this purpose.
We do not consider that these schemes, which are supported by the police, are in any way incompatible with the Human Rights Act
1998. The Act should not therefore have any impact on properly run schemes.

Mr. Gorrie: To ask the Secretary of State for the Home Department what plans he has to introduce legislation to treat sectarian
motivated violence and harassment as a specific crime. [154389]
Mr. Charles Clarke: We have no present plans to introduce legislation to make a specific offence of violence or harassment motivated
by hostility based on the victim's membership (or presumed membership) of a religious group. The courts already have power to
reflect aggravating factors of this type in the sentences they pass.

Mr. Ivan Henderson: To ask the Secretary of State for the Home Department when the Working Group on Football Disorder will submit
its findings and recommendations. [154521]
Mr. Charles Clarke: We have today published the Working Group's report and a copy has been placed in the Library. It contains over
50 recommendations aimed at improving the image of English football, the behaviour of its followers and the role of football in
promoting social inclusion. A targeted action plan is included. The report stresses that the need to improve communication and
develop productive partnerships will be crucial to enhancing the game's reputation and maximising its vast potential to help deliver
an inclusive and tolerant society.

Mr. Gill: To ask the Secretary of State for the Home Department what is the (a) minimum and (b) maximum penalty for (i) violent
demonstration and (ii) destruction of private property. [121347]
Mr. Charles Clarke: There is no specific offence of violent demonstration. Section 1 of the Public Order Act 1986 prescribes a
maximum penalty of 10 years imprisonment for the offence of riot which involves the use, or threat, of unlawful violence for common
purpose such as to cause fear for personal safety. It can only be committed where 12 or more people so act. Under section 2, similar
behaviour committed by three or more people (violent disorder) is punishable with a maximum penalty of five years imprisonment.
Section 3 relates to similar behaviour where only one or two people are involved (affray). The maximum penalty for this offence is
three years imprisonment.
The destruction of private property would normally amount to criminal damage. The maximum penalty for criminal damage is 10 years
imprisonment.
There are no minimum penalties for these offences.

Mr. Charles Clarke: Information on the number of people charged by offence is not collected centrally.
The Football Offences and Disorders Act 1999 came into force on 27 September 1999. Provisional court proceedings data for the fourth
quarter of 1999 will become available in June and provisional data for subsequent quarters at three monthly intervals thereafter.
