Mr. Quinn: To ask the Minister of Agriculture, Fisheries and Food when the cattle tracing system is expected to start operating.

Dr. John Cunningham: The launch date for the Cattle Tracing System (CTS) will be 28 September 1998. The system will register cattle
and their movements from birth to death. It is an enhancement to the current cattle passport database which already holds details of
over five million cattle born or imported into Great Britain from 1 July 1996. The main change will be to hold in addition the
movement history of all those cattle registered on to the system from 28 September.
A new organisation, the British Cattle Movement Service (BCMS), is being set up in Workington, Cumbria to run the CTS. Recruitment
is going well, with applications of high quality; buildings have been handed over on time; the main equipment has been installed;
and development of the new system is in hand.
The Government are today sending to all cattle farmers, livestock markets and operators of abattoirs in Great Britain a leaflet
about CTS. The leaflet gives details of the new cattle passport which will be introduced as part of the CTS. The new passport will
include details of the animal, details of where it has been throughout its life, cards for owners of cattle to send in when the
animal moves, a record of Beef Special Premium and eventually, details of the death of the animal. Cattle with the new passport will
not require a separate Cattle Identification Document for Beef Special Premium, thus reducing one element of paperwork for farmers.
The leaflet we are sending out today is the first in a series which will be sent to cattle farmers between now and the launch of CTS
on 28 September, to familiarise everyone with their role in the new system.
As I have previously announced, the Government have decided that they will meet the costs not only of setting up the CTS, but also
of running and enforcing it during its first full year of operation. This is a step of real value to the livestock industry, with
Government bearing costs of the order of £35 million on behalf of the industry.
The CTS offers great opportunities to the British Cattle industry. The new system will make it possible to check easily where cattle
have been during their lives, trace cattle more easily if there is a disease outbreak, and give greater assurance to buyers about an
animal's history, and so help to rebuild confidence in British cattle and British beef, at home and abroad.

Dr. John Cunningham: I chaired the third meeting under the United Kingdom Presidency of the European Union Council of Agriculture
Ministers on 16-17 March in Brussels. My noble Friend Lord Donoughue, Parliamentary Secretary responsible for the farming and food
industry, represented the United Kingdom. My noble Friend Lord Dubs, Under-Secretary of State in the Northern Ireland Office, was
also present.
The Council agenda included two very important issues relating to BSE.
The Council first considered Commission proposals for amending the terms of the export ban on UK beef, with tighter controls over
beef and beef products imported into the UK and then re-exported, but with significant easing of the ban through a Certified Herds
Scheme to be operated in Northern Ireland. This proposal, which narrowly failed to receive a qualified majority in the Standing
Veterinary Committee earlier this month, was adopted decisively by the Council, a qualified majority voting in favour. Only Germany
and Belgium voted against, with Spain and Luxembourg abstaining. This decision represents the first step in lifting the world-wide
ban on UK beef, and has been welcomed by farming organisations not only in Northern Ireland but in the United Kingdom as a whole.
The Council returned to the important issue of specified risk material (SRM). The Standing Veterinary Committee earlier this month
rejected a Commission proposal for a Community system of rules on the removal of risk material from cattle and sheep. I explored
with Council and Commission the possibility of finding support for alternative arrangements which would not only reflect the varying
incidence of BSE in different member states but also the need for member states with high levels of protection against BSE--notably
the United Kingdom and France--to safeguard this level of protection for public safety in any future system. The Council confirmed
by a majority (from which only Finland, Spain and Sweden stood aside) the rejection of the Commission's latest formal proposal. The
Council invited the Commission now to propose to the Standing Veterinary Committee that its earlier Decision on SRM, which would
provoke trade problems, should not come into force on 1 April as previously decided, but should be deferred to allow further time
for discussion. At ministerial level a qualified majority was established for this next step.
The Council agreed unanimously a Decision to approve the equivalence agreement on trade in animals and animal products between the
European Union and United States. The agreement will be signed when a qualified majority in the Council establishes that the US has
published satisfactory draft legislation recognising the distribution of animal diseases in the EU. The Council's Decision
represents a decisive stage on the part of the EU in concluding an agreement which will be important for trade in animal products
between the EU and US, to the economic advantage of both sides.
Commissioner Fischler introduced a proposal to update and extend current EU legislation on the welfare of laying hens. The proposal
would substantially increase the minimum welfare requirements applying to laying hens throughout the Union. I welcomed this proposal
on behalf of the Council and undertook that the UK Presidency will now arrange for the necessary discussions at technical level.
Finally, the Council discussed a communication from the Commission about food, veterinary and plant health control and inspection.
The Commission took note of concerns voiced by several member states about aspects of the present arrangements, and undertook to act
on them.

Dr. John Cunningham: I represented the United Kingdom at the meeting of the European Union Council of Agriculture Ministers in
Brussels on 15 and 16 December. I was accompanied by my noble friend, the Lord Donoughue, Parliamentary Secretary responsible for
farming and the food industry.
I informed my Ministerial colleagues of developments in relation to BSE, in particular my decision to ban from 1 January 1998 the
import into the United Kingdom of meat from which the specified risk material had not been removed. This decision had been taken in
the light of the postponement for three months of an EU-wide ban on such material. I also informed the Council of the prohibition
which I had announced on 3 December in relation to the marketing of bone-in beef in the light of the scientific evidence which I had
received from SEAC.
The Council considered and reached agreement on two animal welfare measures: one attaching welfare conditions to the payment of
export refunds, which was adopted unanimously, the other laying down standards for vehicles used for the transport of animals. The
latter was agreed in principle by qualified majority, with my Swedish and Danish colleagues and I am unable to support the measure
on the grounds that the standards of animal protection would be insufficiently high, and difficult to police. Detailed texts
implementing this agreement will be considered early in the United Kingdom Presidency.
The Council discussed at some length a Commission report on the impact of third country trade agreements on the EU's Mediterranean
producers. I insisted that, in drawing conclusions on this matter, the Council should have available to it an assessment of the
trade benefits of such agreements to the EU as well as the impact on EU producers. The Council also considered a report from the
Commission on progress in the negotiations on a veterinary equivalence agreement with the US. It noted that, although the conditions
were not yet right for concluding that agreement, the Commission should continue its negotiations with a view to reaching a
satisfactory conclusion as soon as possible in the new year.
Amongst other matters discussed and agreed at the Council were measures on the granting of national aid to sugar beet producers in
Portugal (Italy voting against); and extension of the temporary derogations for imports of wine from the US (Portugal voting
against); rules governing veterinary checks on products entering the EU from third countries (by unanimity); and a proposal
consolidating the drinking milk regulation (Greece and Denmark voting against).
The Irish Minister raised in the Council his Government's concerns over the recent interruptions to trade between the UK and the
Republic of Ireland as a result of UK farmers' protests at ports; but he emphasised the close co-operation which exists between the
two Governments in seeking to resolve this matter. I stressed the absolute commitment of the Government to maintaining the rule of
law, and our intention to do everything necessary to allow the unimpeded movement of goods within the EU single market.

Dr. John Cunningham: The Cattle Tracing System will not only provide cattle passports, but also a computerised register of all
cattle in Great Britain, their location and their movement history. The estimated establishment cost is around £13 million. It will
be operated by the British Cattle Movement Service, which will be part of my Department, based at Workington in Cumbria. The
estimated running costs of the system for each of the first three years of operation are likely to be around £15 million per year.

Dr. John Cunningham: Cattle Identification Documents (CIDs) are issued only in respect of male cattle; cattle passports have been a
requirement for all cattle born after 1 July 1996. As they form an integral part of the Beef Special Premium Scheme, it is not an
easy matter to identify separately the costs relating to CIDs. However, taking account of relevant development, capital, maintenance
and staff expenditure, our best estimate is that each one issued to date by the Department has cost in the region of £1.88. A total
of 1,034,552 were issued in England in 1996.

Mr. Russell Brown: To ask the Minister of Agriculture, Fisheries and Food what was the outcome of the Agriculture Council held in
Luxembourg on 23 and 25 June; and if he will make a statement. [5942]
Mr. John Cunningham: The Council reached agreement, Spain voting against, on a package of measures covering the CAP support prices
and aids for the 1997-98 marketing year, the penalties to be applied when arable base areas are exceeded, and the rate of set-aside
to apply to the 1998 crop.
On prices and aids, the agreement largely maintained the status quo, in advance of negotiations on reform of the major regimes,
which are anticipated to start in the Autumn. However, monthly increments for cereals intervention and sugar storage refunds were
cut by around 9 per cent. to reflect interest rate changes. The Council agreed to address the important question of
over-compensation of arable farmers for past support price cuts in the context of the forthcoming discussions on reform of the
arable regime.
In response to requests from myself and several other Ministers, the Council agreed in principle that the set-aside rate for the
1998-99 marketing year should be maintained at 5 per cent. It invited the Commission to submit a proposal accordingly, as soon as
possible. The proposal to amend the regulations concerning the arable penalties system was adopted with minor amendments-- notably,
to suspend the application of penalty set-aside for a further year--and requests from several Member States for measures which would
have weakened or complicated the system were successfully resisted.
I argued for, and secured, a further commitment from the Commission to propose new measures to safeguard the welfare standards of
breeding pigs without requiring them to be unloaded at staging points during journeys. This will help secure the high health status
of these valuable animals when they are transported on long international journeys.
On BSE, I reported to the Council the measures I have recently announced to the House following SEAC's advice that the controls on
specified bovine material should be extended to imports and that the UK should extend its controls on sheep and goat offal. In
reply, Commissioner Fischler supported my call for a Community-wide solution to this problem and urged Member States to support the
measures he has recently tabled on specified risk material.
The Council also unanimously endorsed an Italian application for approval of a state aid to agricultural co-operative members and
adopted by qualified majority (Germany voting against) a Directive concerning maximum pesticide residue levels in food.

Dr. John Cunningham: In 1983, rabies was confirmed in an Irish Wolfhound imported from the USA which died in quarantine. There were
no cases in the other years.

Mr. Michael John Foster: To ask the Minister of Agriculture, Fisheries and Food what was the outcome of the Agriculture Council held
in Brussels on 20 May; and if he will make a statement. [1098]
Dr. John Cunningham: I represented the United Kingdom at the meeting of EU Agriculture Ministers held in Brussels on 20 May. I was
accompanied by the Parliamentary Under-Secretary of State at the Scottish Office, Lord Sewel.
I informed the Council of Ministers of the priority which the United Kingdom Government attaches in the field of food and
agriculture to protecting the health and well being of the consumer and the environment. I also made clear my intention to work
constructively with my European colleagues to bring about a lifting of the ban on UK beef exports in accordance with the Florence
Agreement, and to achieve further reform of the Common Agricultural Policy.
The Council unanimously adopted an important animal welfare measure concerning the protection of animals during transport,
specifically the introduction of Community-wide criteria for staging points. I welcomed this proposal, but drew attention to the
concerns of the United Kingdom, shared by Ireland and Denmark, not to jeopardise the high health status of breeding pigs when in
transport and thus damage a valuable trade. The Council at my insistence agreed a declaration requesting the Commission to examine
the possibility of special measures to deal with this issue, and to report to the Council as soon as possible.
The Council also discussed the serious situation facing the EU beef market, and in particular the adequacy of the early marketing
and calf processing schemes in reducing excess production. I stressed the urgency of bringing forward far-reaching proposals for
reform of this sector, including reductions in support prices, and emphasised the distorting effects which these schemes were having
on the UK market in particular. I pressed the Commission to review them as quickly as possible. In response, the Commission
presented a detailed analysis of the current situation and prospects for the EU beef and veal market, and undertook to report
further on the early marketing and calf schemes as a matter of urgency.
The Commission reported on its negotiations with third countries, in particular the United States, for the conclusion of veterinary
and plant health equivalence agreements. I urged the Commission to resolve outstanding matters with the United States as rapidly as
possible.
In the margins of the Council of Ministers, I held bilateral discussions with Commissioner Bonino and with several EU Ministerial
colleagues. As the first member of the new Government to visit the European Parliament, I also took the opportunity to hold talks
with a number of MEPs, including Pauline Green, leader of the Parliamentary Group of the Party of European Socialists, and with the
Chairmen of the Agriculture Committee and of the Temporary Committee inquiring into BSE. We discussed the UK Government's priorities
for agricultural policy, and the particular issue of BSE.
