Due to the nature of these procurements a number of exemptions from the procurement regulations will be applied, meaning that associated opportunities will be restricted, with a number of contracts being awarded single source.

Building on previous research and development, the Ministry of Defence (MOD) has established a Programme Team - Team Hypersonics (UK) - to cohere MOD, industry and academia around the development of a sovereign hypersonic offensive strike capability.
Team Hypersonics (UK) has established the Hypersonic Technologies and Capability Development Framework (HTCDF). This bespoke £1 billion Commercial Agile Route to Market is the mechanism to facilitate a spiralled approach to technology development through to a sovereign capability. Over 120 suppliers including defence primes, small and medium enterprises (SME) and academic institutions are now signed up. Hypersonics is included in UK contribution to AUKUS Pillar 2, collaborating trilaterally to increase the pace of innovation alongside our allies as part of the Hypersonic Flight Test and Experiment Project Arrangement (HyFLiTE).
With these enablers in place, the testing of critical sovereign-designed and manufactured missile sub-system technologies continues, including a novel hypersonic propulsion system. Several contracts have been awarded and several invitations to tender have been released to develop a range of technologies. These contracts and future ITTs will allow the development of technical demonstrators and onwards into a capability.

The first successful guided firing of Sea Venom took place at the Aberporth range in Wales in October 2024, marking a significant milestone in the integration of Sea Venom onto Wildcat. Initial Operating Capability is on schedule to be declared by June, aligned to the Carrier Strike Group 25 deployment, with Full Operating Capability expected by 2029.

Brimstone 3 remains in the Demonstration and Manufacture phase. The first safe separation firing from the Typhoon aircraft is expected to occur in summer 2025, prior to the weapons system being fielded on Protector in Quarter four 2025 and Typhoon in Quarter four 2026.

The Secretary of State for Defence continues to discuss missile production capacity with our European Allies on a regular basis. For example, the Secretary of State discussed this with France in Paris on 11 March and at the E5 Defence Ministers meeting on 12 March. Missile production capacity is also a key element of NATO’s Defence Production Action Plan, which we continue to work on with allies to ensure its effective implementation. In addition, the UK continues to discuss NATO Alliance-wide missile production and capacity issues via the Conference of National Armaments Directors (CNAD) framework.

The UK continually reviews its approach to evolving threats, including hypersonic missiles, as part of wider plans for Integrated Air and Missile Defence (IAMD). We mitigate air and missile threats through a spectrum of activities including counter proliferation, arms control and deterrence as well as active and passive defences.
Allied co-operation is key to addressing advanced threats and we are working with the USA and Australia on this topic through the AUKUS framework. In addition, we are investing in developing future defensive capabilities of tomorrow through our defence science and technology portfolio.
Additional measures are under consideration as part of the Strategic Defence Review.

The Martlet programme achieved Initial Operating Capability in October 2021 and is on track to reach Full Operating Capability in Summer 2025. Martlet has been in regular use including successful firings in support of training and trials and has been deployed on operations such as OP KIPION. The capability will provide force protection for OP HIGHMAST in 2025.
