To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to the Answer of 20 March 2017 to Question 67423, what criteria his Department uses when deciding whether to raise an issue of incitement with the Palestinian Authority.
Officials at the Consulate-General in Jerusalem and ministers and officials at the Foreign and Commonwealth Office regularly raise the issue of incitement with Palestinian officials. During his recent visit to the region, the Foreign Secretary, my Rt Hon. Friend the Member for Uxbridge and South Ruislip (Mr Johnson), urged President Abbas to ensure the Palestinian Authority does more to tackle incitement. We also raise specific instances where we are concerned that language from senior Palestinian officials is not conducive to peace. We continue to urge Israeli and Palestinian officials to revive the Trilateral Commission on incitement, to deal with specific allegations.

We regularly urge the Palestinian leadership to do more to condemn violence. Most recently in October 2016, our Deputy Consul General in Jerusalem pressed the Palestinian Authority (PA) on the importance of their swift condemnation of violent attacks. The Consul General in Jerusalem also met with PA Prime Minister Hamdallah in March, and raised our concerns on incitement. We continue to support the reinstatement of the Tripartite Committee on Incitement as the appropriate channel to deal with allegations of incitement from either side.
The right hon. Lady is absolutely right. This is the sort of rhetoric I was referring to earlier, and it takes us into a very dark place. It is the sort of rhetoric that President Abbas should be condemning straight away. I will visit Israel and the west bank shortly, and I will certainly raise these matters to ensure that this kind of encouragement and incitement to violence is stopped.

On new year’s day, Nashat Melhem murdered two Israelis in a bar in Tel Aviv and wounded eight others. He then killed a taxi driver, a Bedouin Israeli, while escaping. He himself was killed a week later in a shoot-out with the police. The Palestinian Authority’s Ministry of Health has described him as
“one of the dearest martyrs”,
and the Fatah Facebook page has commented:
“Congratulations and may Allah receive you in Heaven”.
What pressure will the Government bring to bear on the Palestinian Authority to ensure that this kind of encouragement to violence is stopped?
