The WWF report is a wake-up call for everybody around the world. At the heart of every piece of policy in DEFRA is the intention to build back nature, including through our agriculture policy, where we are encouraging sustainable agriculture; through the new targets and governance framework in the Environment Bill; through our approach to sustainable fisheries; and through our work on due diligence in the supply chain. This is a crucial time, and the UK is a world leader here.

The Government shares the public’s high regard for animal welfare, including the welfare of dogs and we are committed to making the UK a world leader in protection of animals as we leave the EU. The Government has made wide ranging commitments on animal welfare.
Whilst the Government has not held any direct discussions with other governments or animal welfare organisations since the General Election specifically about the dog meat trade, we will continue to influence good animal welfare standards on the international stage through membership of such organisations as the World Organisation for Animal Health (OIE).

The future relationship between the UK and EU is subject to negotiation. This includes the scope of the Common Rulebook and UK access to EU systems and databases as part of the Future Economic Partnership. The UK’s proposal for a Common Rulebook on agri-food encompasses rules on goods that must be checked at the border. This would remove the need to undertake additional regulatory checks at the border. In order to support future trade, the UK will need a control system for the management of agri-food imports and exports.

We will be bringing forward legislation under the EU Withdrawal Act to ensure that the provisions contained in the current EU Seal Products regulations, banning imports of seal products from commercial hunts, are retained and operable in UK law after we leave the EU.

The Government remains committed to delivering informative food labelling and promoting robust food standards nationally and internationally, to protect consumer interests, facilitate international trade, and ensure that consumers can have confidence in the food they buy. Defra are working closely with the Food Standards Agency and Department of Health and Social Care to ensure that the regulatory regime for food safety remains robust as the UK leaves the European Union.

In 2017 the UK imported £63 million worth of fur and articles with fur. In the same year the UK exported £33 million worth of fur and articles with fur, suggesting that around £30 million was for UK use1.
The Government shares the British public’s high regard for animal welfare. The UK continues to support higher animal welfare standards worldwide as the best way of phasing out cruel and inhumane fur farming and trapping practices that are banned here.
The Government is planning that after we leave the EU, we will retain all the current regulations banning imports of cat and dog fur and seal products from commercial hunts, as well as controls on products from endangered species and humane trapping. It will be open to Governments in future, once the UK has left the EU, to consider whether they wish to go further than current EU arrangements.
The Government is not preparing a report on the fur trade.

I would refer the honourable member to the Department’s recent submission to the Environment, Food and Rural Affairs Committee’s inquiry into trade in sugar once the UK has left the EU.
British sugar beet producers are among the most competitive in the world and already compete effectively at world prices.
The Government also recognises the importance of the sugar cane refining industry in providing competition in the UK market and the importance of sugar cane production for some developing countries, especially those within the Commonwealth.
Once we leave the EU, the UK Government will be free to decide its own trade policies.

The Government is negotiating our exit from the European Union. Defra is working with the Department for Exiting the European Union to look at our future arrangements and has an extensive programme of work focused on preparing for a range of scenarios to make sure we are ready for the point when the UK leaves the EU. This includes the UK’s systems for the management of trade in animal and plant materials.

Until we leave the EU, current arrangements will remain in place. The nature of our future trading relationship with the EU will be a matter for the new Prime Minister and their Cabinet.

Animal welfare regulations in third countries are the responsibility of those countries. However, we encourage other countries to improve or maintain welfare standards including through being a member of international organisations such as the World Organisation for Animal Health (OIE). EU Member States are subject to animal welfare regulations covered by EU law.
