Mr. David Shaw: To ask the Secretary of State for Social Security what procedures exist to ensure that parents whose children are sentenced to be detained do not continue to receive (a) child benefit and (b) other benefits in respect of them. [18099] Mr. Roger Evans: This is an operational matter for Peter Mathison, the chief executive of the Benefits Agency. He will write to the hon. Member. Letter from Peter Mathison to Mr. David Shaw, dated 17 March 1997: The Secretary of State for Social Security has asked me to reply to your recent Parliamentary Question asking what procedures exist to ensure that parents whose children are sentenced to be detained, do not continue to receive a) Child Benefit and b) other benefits in respect of them. Customers receiving Child Benefit are obliged to report any changes of circumstances in accordance with the instructions contained in their order book. This would include instances when a child is detained in legal custody. Similarly, those in receipt of Widows Benefit, Retirement Pension, Income Support or short term benefits which include an additional amount for a dependent child must report the changes. Customer receiving benefit by Automated Credit Transfer are periodically sent details of what changes of circumstances should be reported. The position is different for people receiving Family Credit (FC). Entitlement is calculated and benefit is awarded for a fixed period for a family's circumstances at the date of the claim. If a child subsequently leaves a household, entitlement continues unless the child is included within another family claiming FC. There are no provisions within FC legislation for payments to cease in any other circumstances involving children. I hope you find this reply helpful.

Mr. Rooney: To ask the Secretary of State for Social Security which Benefits Agency areas have been selected to be run by the private sector; where advertisements have been placed; and what is the projected time scale for the process. [13032] Mr. Roger Evans: [holding answer 27 January 1997]: Involvement of the private sector in Benefits Agency is part of a wider programme of change to deliver improved services at significantly reduced cost. The following Benefits Agency areas have been selected to be run by the private sector: child benefit operations; Benefits Agency medical services; the service provider for the automation of post offices and payment of social security benefits; and, as part of the Department's Prime--private sector resource initiative for management of the estate--project, the ownership and management of the Department of Social Security's premises will be transferred to the private sector through a long term partnership. Advertisements have been placed in the Official Journal of the European Communities. In addition, the advertisement for BAMS appeared in Government Opportunities. Current plans are that the advertisement for child benefit operations will be placed by 31 January and that the contract is to be awarded by spring 1998, while the contract for BAMS is to be awarded by the end of spring 1997. The contract for the service provider for the automation of post offices and payment of social security benefits was awarded in May last year. The Prime contract is expected to be awarded in autumn 1997. In the Yorkshire, Westcountry, East London and Anglia Benefits Agency directorates, a further initiative involving greater collaboration with the private sector will involve three service providers working in partnership with the Benefits Agency area management teams, assisting in the day-to-day running and having input into the strategic management. The partnerships will run from the end of spring 1997 for about 12 months during which time the service providers will be expected to make specific proposals for more efficient, effective and economic delivery of the agency's business.

Mr. Bayley: To ask the Secretary of State for Social Security what were the eligibility criteria for family credit in terms of income in 1988 and in each year since then. [40239] Mr. Roger Evans: The income threshold for eligibility to family credit will vary depending on each family's individual circumstances. For each family size, there is a maximum amount of family credit payable. This consists of an adult credit (the same amount is payable for both couples and lone parents), a child credit for each child (the amount payable depends upon age) and, from July 1995, an additional credit for people who work 30 hours or more a week. If a family's net income--after allowable disregards-- is below an "applicable amount", the maximum amount of family credit is payable. If their income is above the applicable amount, 70p of every £1 of the excess is deducted from the maximum payable. The level of family credit rates since 1988 are set out in the table.
